FIRST TIME NOTARY PUBLIC APPLICANTS
All first time notary applicants must take a three (3) hour state approved
Notary Public Education course within six (6) months of submitting an
application for a Notary Public Commission.
A certificate evidencing completion of the course must
accompany the application for appointment.
RENEWING YOUR NOTARY PUBLIC COMMISSION
Notaries who were commissioned after July 1, 2003 and
who are renewing their commission must take a three (3) hour course
each renewal period. The course must be taken within six (6) months
before the expiration of their commission, and their application for
renewal must be filed at least two (2) months before the expiration
of their commission. A certificate evidencing completion of the course
must accompany the application for appointment.
Notaries who held an active notary commission on July
1, 2003 are exempt from the notary education requirement.
Those individuals who are not exempt
from the education requirement are:
• Those who received a letter of reappointment prior to July
1, 2003 but failed to obtain a bond and have the bond, the commission
and oath recorded within the allotted 45 days;
• Those who resigned their commissions prior to July 1, 2003
and did not seek reappointment prior to July 1, 2003;
• Those who permitted their commissions to expire prior to July
1, 2003 and did not seek reappointment prior to July 1, 2003;
• Those whose commissions were revoked prior to July 1, 2003
as the result of a disciplinary action taken by the Department.
Every notary public is obligated to be familiar
with the responsibilities and duties that attend to the office. The
Bureau of Commissions and Elections of the Pennsylvania Department of
State encourages all notaries to attend a notary training course whether
required to or not.
